Target Group Analysis For EQUAL Development Partnerships

An initial analysis of targeting is presented in tabular form in the Appendices. Three main target groups of participants are identified and stratified by age and gender. The three main groupings and the relevant number of persons targeted are:

  • Unemployed 2,281 people

  • Underemployed 226 people

  • Employed 5,679 people

The emphasis on Employed persons probably reflects shorter training or other interventions compared to the probably more sustained inputs into unemployed persons.
Amongst unemployed persons we have captured data on a range of sub-groups including Travellers, lone parents, early school leavers, refugees, people with mental impairment etc. Within this category the following trends emerge:

  • 28% of all 'unemployed' persons targeted are classified as long-term unemployed

  • 26.5% of all 'unemployed' persons targeted are classified as early school leavers

  • 10.3% of all 'unemployed' persons targeted are classified as lone parents

  • 7.9% of all 'unemployed' persons targeted are classified as people with physical impairment.

Within the 'Unemployed' category there are significantly more female participants than males. In the 'Underemployed' category there is significantly more male than female participants (typically small farmers). In the 'Employed' category there are slightly more male than female participants.
