EQUAL implementing agencies

Departmennt of Enterprise, Trade and EmploymentManaging Authority
The Managing Authority for the EQUAL CIP is the Department of Enterprise Trade and Employment. As Managing Authority for EQUAL the Department has a wide range of functions, some of which include:

  • The Development and co-ordination of policy, the development of linkages with other CIP's, National Operational Programmes, Government Departments and agencies in respect of the Initiative;
  • Liaison with the European Commission and other Member States;
  • Chair and provides Secretariat for the CIP Monitoring Committee;
  • With support from the TSS, assemble and supply statistical, financial information and comprehensive information to the Monitoring Committee;
  • Ensures that ESF support is accounted for and managed in accordance with relevant Community Rules and Regulations;
  • Arranges for certified and verified payment requests and progress reports to be submitted to the Commission in compliance with Community Rules;
  • Issues Rules and procedures from time to time to project promoters, TSS and other relevant bodies as necessary in order to ensure compliance with ESF financial control and Structural Fund Regulations.

wrcTechnical Support Structure: WRC
The Technical Support Structure for EQUAL is engaged with a wide range of activities and consequently actors at national EU and project level. The principal relationship is with the Managing Authority for EQUAL and other related ESF administration in Ireland. It is on behalf of the Managing Authority that the TSS engages with EQUAL projects. In addition, the TSS provides information and support to the Monitoring and Mainstreaming Committees of EQUAL and supports the North South aspect of EQUAL in Ireland. The TSS also interacts with the European Union and its agents, primarily the European Commission and the Court of Auditors and also has relationships with the Technical Support Structures in various member States.

equal authorityEquality Authority
The Equality Authority plays a primary role in implementing the mainstreaming strategy for EQUAL in partnership with the Managing Authority for EQUAL.

The Equality Authority has a specific function in terms of the Mainstreaming Policy Forum, which it will co-chair with the Managing Authority.

Over the lifetime of the programme the Equality Authority will;

  • Examine the mainstreaming potential of Development Partnerships.
  • Identify supports both for Development Partnerships and the EQUAL Programme as a whole in terms of mainstreaming.

The Equality Authority is also a member of the EQUAL CIP Monitoring Committee, EQUAL Selection Committee, the Evaluation sub-committee, and the North/South Committee.

EQUAL Monitoring Committee
The role of the EQUAL Monitoring Committee is to ensure the ongoing implementation of the CIP in line with the strategic plan for EQUAL. To this end the Monitoring Committee:

  • Approves the Programme Complement and ongoing adjustments;
  • Monitors the impact and Implementation of the Initiative;
  • Reviews Progress of the CIP;
  • Ratifies project selection;
  • Advises on appropriate communication and publicity strategies;
  • Considers and approves annual and final reports;
  • Approves proposals to amend Commission decisions of Fund support;
  • Proposes adjustments or reviews of fund supports to Managing Authority;
  • Considers mid-term and other relevant evaluations.

seupbSpecial European Union Programmes Body (SEUPB)
The SEUPB is one of six North/South implementation bodies established under the Belfast agreement. The SEUPB has an administrative role in the operation of the cross border dimension of EQUAL and the other Community Initiatives; LEADER and URBAN. It also seeks to develop linkages between the Interreg 3 and Peace Programmes. The SEUPB sits on the EQUAL Monitoring Committee and also Chairs the North/South Committee established under EQUAL.
